Scanned documents come out in the wrong order, a report has a blank page in the middle, and an application needs its cover sheet moved to the front. This tool shows every page of a PDF as a thumbnail so you can fix all of that by dragging and clicking, then download a clean copy.

How to organize PDF pages

  1. Drag the PDF into the box at the top of this page, or click it to choose the file. A thumbnail appears for every page.
  2. Drag thumbnails to move pages. Drop a page where you want it and the others shift to make room.
  3. Rotate any page that is sideways or upside down.
  4. Delete pages you do not need, such as blank scans or outdated sections.
  5. Duplicate a page if you need a second copy of it, for example a form you will fill in twice.
  6. Insert a blank page wherever you need a gap or a separator.
  7. Look through the thumbnails once more from first to last, then download the organized PDF.

Changes apply to the page order and page settings, and the content of each page is copied as it is. Text stays selectable and searchable, and nothing is recompressed, so there is no loss of quality.

What the tool can and cannot do

It works on one PDF at a time. To bring in pages from another file, combine the files first with Merge PDF, then open the merged file here and arrange the pages. To turn one PDF into several files, use Split PDF instead.

It changes pages as a whole. It does not change what is on a page, so it cannot move a paragraph, crop a margin or change text. For that kind of change, the PDF editor adds text, images and white-out boxes. It also does not update printed page numbers: if the pages show "Page 3 of 10" in the footer, those numbers stay as they were after you move things around.

Password-protected PDFs cannot be opened here until the protection is removed in another app.

Tips for organizing scans and long documents

  • Fix double-sided scans. Scanners with a single-sided feeder often produce all the front pages, then all the back pages. Drag each back page after its front: page 1, then the first back, then page 2, and so on. With a long document it is often quicker to scan again with duplex turned on if the scanner has it.
  • Look for blank backs. Duplex scanning of single-sided originals leaves a blank page after every sheet. Delete them before sending so the reader does not have to scroll past them.
  • Rotate only the pages that need it. A landscape table inside a portrait report can stay landscape in print. Rotate it only if the document will mostly be read on screen. For rotating many pages at once, Rotate PDF is quicker.
  • Remove what the reader should not see. Internal notes, pricing pages meant for a different customer or a page with someone else's details are easy to leave in a pack by accident. Delete them here before you send.
  • Check the page count. Before you download, confirm that the number of pages matches what you expect, especially after deleting several.
  • Compress at the end. If the organized file is too big to send, run it through Compress PDF as the last step.

Putting a document pack together

A typical job for a small business: a supplier agreement, a signed price schedule, a certificate and a few scanned delivery notes that need to go out as one tidy file. Merge them, open the result here, move the agreement to the front, delete the blank backs of the scans, insert a blank page before each section if the pack will be printed double-sided, and download. The whole thing takes a couple of minutes and none of the documents leave your computer.

A worked example: fixing a double-sided scan

A 10-sheet contract was scanned with a single-sided feeder: pages 1 to 10 are the fronts and pages 11 to 20 are the backs in reverse order, because the stack was flipped over. Drag page 20 after page 1, page 19 after page 2, and so on; on a touch screen, use the arrow buttons under each thumbnail to move a page one place earlier or later. Delete the blank backs, rotate the one landscape schedule, and download. Each thumbnail shows its new position and "was" its old one, so you can check your work before saving.

How to delete pages from a PDF

  1. Open the PDF above and find the page in the thumbnails.
  2. Click the delete button on the thumbnail, or select several pages and delete them together.
  3. Check the page count in the bar at the bottom, then download.

Blank pages for double-sided printing

When a document is printed on both sides, each new section should start on a right-hand (odd) page. If a section ends on an odd page, insert a blank page after it so the next section starts on the right. For a pack of four sections, check each section's last page number before you print.

Troubleshooting

  • Thumbnails are slow to appear. Long files take time to draw, especially on a phone. You can start moving pages while the rest load.
  • "A PDF needs at least one page". You tried to delete the last page. Keep at least one.
  • You want to start over. Reset undoes every change, and your original file on disk is never modified.
  • Page numbers in the footer are now wrong. The organizer does not rewrite printed page numbers. Edit them with the PDF editor if needed.

Privacy and limits

The organizer runs entirely in your browser. The PDF is read, rearranged and saved on your own device, and nothing is uploaded to a server. Once the page has loaded, it keeps working offline, so it is suitable for contracts, statements and personnel files.

It is free with no daily limit, needs no sign-up and adds no watermark. Very large files, in the hundreds of megabytes, depend on your device's memory, and drawing hundreds of thumbnails takes longer on a phone than on a computer.

Password-protected (encrypted) PDFs must first be opened with their password in another app and saved as an unprotected copy, if you have permission. This tool does not remove passwords or restrictions.

Can I combine pages from two PDFs?
